Contract Vehicles

  1. GSA IT Schedule 70. GSA Information Technology (IT) Schedule 70 was established by GSA to assist federal government agencies with their procurement of IT products, services and solutions as needed to meet their agency IT missions. This Multiple Award Schedule grants agencies direct access to commercial experts who can thoroughly address the needs of the government IT community through 20 Special Item Numbers (SINs).

  2. GSA MOBIS. The MOBIS program offers a full range of management and consulting services that can improve a federal agency's performance and their endeavor in meeting mission goals. MOBIS contractors possess the necessary expertise to facilitate how the federal government responds to a continuous stream of new mandates and evolutionary influence such as the President's Management Agenda; Government Performance and Results Act; Federal Acquisition Streamlining Act; OMB Circular A-76; Federal Activities Inventory Reform Act; government reinvention initiatives such as benchmarking and streamlining. Through the MOBIS schedule, GSA can help you improve performance and accomplish mission goals through the use of specialized consulting and training services, facilitation, surveys, competitive sourcing and project management.

  3. National Guard Bureau, BPA. Provides professional support services to all divisions within the National Guard. Ceiling of $20M with limited competition.

  4. Navy SeaPort-e. SeaPort-e is the Navy's electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corp, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract-holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation's engine of job growth. SeaPort-e provides an efficient and effective means of contracting for professional support services and enhancing small business participation.

  5. Army HR Solutions (all domains). HRsolutions provides the Army with complete contract coverage of only those Human Resources (HR) functions that are appropriate for private sector performance. The Army leadership approved a broad scope with as many as 12 vendors covering the entire range of HR services provided to Army soldiers, Department of Army Civilians, and their families. The Army developed the contracts that comprise HRsolutions to provide for the contract needs of the Army HR community. Each of the contracts has three prime contractors with multiple subcontractors, all of whom were selected by Army HR specialists who placed a high premium on HR-related experience, top quality performance records, and competitive costs.

  6. AMCOM Express. The contract provides the full gamut of Advisory and Assistance Services for Team Redstone. GSA Schedule-based pricing is under four domains (Technical, Logistics, Programmatic, and Business and Analytical). Overall contract ceiling has been placed at $2B over contract period.

  7. Army Forscom FIRST. FIRST Scope of Work is to provide innovative and responsive logistics support to meet the evolving mission needs of the war fighter. This Scope of Work provides Task Areas that define functional and programmatic services that may be required by Headquarters Army Material Command (AMC); Headquarters, Forces Command (HQ FORSCOM); Headquarters IMA (Logistics); Headquarters, U.S. Army Reserve Command (HQ USARC); Headquarters, ARCENT Third US Army and Headquarters, US First Army, and all other Army or DOD Agencies, CONUS/OCONUS authorized to place orders against FIRST contracts. Services may be required in CONUS or OCONUS locations.

  8. GSA Alliant. Alliant GWAC includes any and all components of an integrated Information Technology (IT) solution, including all current and any new technologies which may emerge during the life cycle of the Contract and IT systems and services in support of National Security Systems, as defined in FAR 39.002. The Contract provides IT solutions through performance of a broad range of services which may include the integration of various technologies critical to the services being acquired. Specifics about Alliant include: 10 year Multiple Award/Indefinite-Delivery, Indefinite-Quantity (MA/IDIQ), Five year base (May 1, 2009 through April 30, 2014), one five year option (May 1, 2014 through April 30, 2019), $50 Billion contract ceiling, North American Industry Classification System (NAICS), 541512, Computer Systems Design Services, supports various task order contract types to include Fixed Price (FPI, FPAF), Cost (CPFF, CPIF, CPAF), Time & Material and Labor Hour; for use by federal and Department of Defense agencies with a delegation of procurement authority, ability to support regional and global IT requirements, Increased small business subcontracting goals, and allows for ancillary support to offer an integrated IT solution

  9. ITES 2. The ITES-2S contract provides a full range of services and solutions necessary for the Army to satisfy its support of the Army enterprise infrastructure and infostructure goals with information technology services worldwide. The scope includes the Command, Control, Communications, Computers, and Information Management (C4IM) requirements as defined in Army Regulation 25-1 (AR 25-1). Features of the ITES-2 Contract include host agency is the Army Small Computer Program (ASCP), open to all Army, DoD, and other federal agencies, and a $20B contract ceiling.

  10. Encore II. ENCORE II contracts includes all activities within the Military Services and DoD to satisfy their Information Technology (IT) requirements. IT solutions encompass a range of capabilities from old legacy systems to new, emerging net-centric technologies. Under these contracts, the contractor assists the government in providing IT solutions for activities throughout all operating levels of all customer organizations in support of all functional requirements including Command and Control (C2), Intelligence, and Mission support areas, and to all elements of the Global Information Grid (GIG).

  11. Rapid Response Third Generation: The next generation of the U.S. Army Communications and Electronics Command (CECOM) Rapid Response (R2) task order contract provides the same quality, service, cost and efficiency federal government customers have come to expect from this useful vehicle. With a broad scope, delivery of a solution for nearly any operational need can be accomplished in 7 days and awards task orders within 19 days of solicitation release.

  12. 8 (a) STARS. The 8(a) Streamlined Technology Acquisition Resources for Services (STARS) GWAC is a small business set-aside contract for technology solutions. It is designed to promote small business utilization when purchasing technology solutions for the federal government. 8A Stars is a Multiple award, indefinite-delivery, indefinite-quantity contract vehicle that covers 38th distinct NAICS codes to includes 541511 Custom Computer Programming Services, 541512 Computer Systems Design Services, 541513 Computer Facilities Management Services, 518210 Data Processing, Hosting and Related Services, 541519 Other Computer Related Services, 516110 Internet Publishing and Broadcasting, 519190 All Other Information Services, and 517110 Wired Telecommunications carriers. Features are 8(a) credit can be transferred back to the client agency, program ceiling of $15 billion, limited protestability, pre-competed, easy to use contracts, short procurement lead time, and low user fee (0.75 percent) built into contractors' ceiling prices.
